宿务航空买机票 交税

在宿务航空官网买了3张北京马尼拉的来回机票，在其官网发来的确认邮件里有这样的话：

Philippine passport holders traveling as tourists are required to pay the Philippine Travel Tax (Php1, 620) when traveling internationally from the Philippines. Payment may be made conveniently through the Cebu Pacific website, reservation hotlines and ticket offices during Booking, or at Tourism Infrastructure and Enterprise Zone Authority (TIEZA) counter at the airport.
这是格外要交离境税吗？是每人1620p还是3个人总共1620p?
